This same issue happened again this morning at approx. 7:20 am. Traffic was already backing up onto the interstate, then it took about 15 minutes to make it down the off-ramp. Sometimes the light would stay red for 5+ minutes without changing. Other times it would change but only let 1 or 2 cars through before changing to yellow. This was causing some serious hazards on the interstate as traffic backed up on the shoulder.
